a logical reason would be simple: same like a house telephone that gets further away from its station the data transfer range grows bigger thus making the data stream run slower (remeber on 300km u cant see your house in eve anymore)

Doesnt the cloaking deactivates automatically if anything is locked.. thus would make the autotargeting a pain in the 6 because you will never be able to cloak when hostile ships are close just correct me if im wrong, im not sure
